About Our Department
The Department of Housing and Works (DHW) plays a key part in helping build stronger communities by providing and supporting housing for people who might not otherwise be able to afford it.
Our other main activities involve delivering, managing and maintaining non-residential government buildings and infrastructure across Western Australia. These can include schools, hospitals, facilities and essential services in Aboriginal communities, sporting facilities and police stations.
We manage government offices around Western Australia and provide expertise and policy advice to the Government on legislation and issues affecting community housing and the State’s building and construction industry.
The Department also manages Fremantle Prison. The prison is one of Western Australia’s iconic heritage sites, and was the first place in WA to be included on the National Heritage List.
Our Department has been restructured over the past year and as part of that process we are firmly focused on three strategic intentions:
- More people in housing
- Improving Aboriginal communities
- Improving building and infrastructure
Our Graduate Programs
Continued changes and challenging demands offer opportunities for a range of skilled, professional and highly motivated employees to help us achieve the above strategic intentions and our business objectives.
DHW has two (2) Graduate Programs running concurrently, namely: the Graduate Development Program (GDP) and the Indigenous Graduate Program (IGP). As a diverse organisation, we are seeking self-motivated and enthusiastic first graduates with relevant qualifications in a broad range of professional disciplines.

- The development phase runs over a 2-year period.
- Involve a number of rotational work placements across DHW.
- Have a comprehensive induction process.
- Employ graduates at Public Service Level 3. The actual salary will be included in graduate recruitment advertising.
- Employment terms vary between the Graduate Development Program (GDP) and the Indigenous Graduate Program (IGP). Please refer to the Employment Conditions and Benefits section for details.
- The Program is centrally coordinated and monitored.
- Graduates are initially engaged by the Business Services portfolio, for a ‘home’ Directorate, where they will commence their employment before being rotated through other areas in the Department. At the end of the Development Program, the graduate will return to their designated home Directorate or, in the Indigenous Graduate Program, be appointed to an appropriate position. The program allows for graduates to have input and be involved in new and interesting projects that may arise during the rotation period.
- The home Directorate will have a senior management person who will be the graduate’s sponsor. The role of a sponsor is to serve as a reference point for the graduate and to ensure the graduate has effective placements.
- The Program places an emphasis on a graduate having a good manager during each of their placements and for a graduate to be able to have the opportunity to show their qualities. The belief is that graduates will be able to best progress through having good managers and by demonstrating their initiative through the opportunities given.
- The Department’s performance Development & Review System is fundamental to the Graduate Programs. There should be three formal PDRS discussions over a financial year period. A performance development plan will have mutually understood objectives, tasks, and performance standards that fit with the tasks a graduate will be doing. It will also provide the basis for a graduate’s individual aspirations and career planning.
- At various points during the Program, graduates are brought together for discussion sessions. Graduates are encouraged to maintain communication with each other during the Program.
