The Department of Communities (Communities) owns a 13.7-hectare site in Kiara that is planned to feature two thriving residential developments, designed in harmony with the site’s cultural heritage and natural environment, with a range of modern housing options that are well connected to nearby services and amenity.
In 2017, a Local Structure Plan for the Lot 9000 Bottlebrush Drive site was approved by the City of Swan and WA Planning Commission.
In 2019, Communities commenced work on the first residential development and is now seeking to prepare a new Local Structure Plan to redesign the subdivision and development of the remaining land to improve residential-design and environmental outcomes. More than 30 per cent of the site (4.1ha) will continue to be allocated as public open space, with a majority of this being preserved as bushland. A high school site is no longer proposed.

Stage 1: SugarGum Estate
Communities has completed the first residential land development on an eastern portion of the site (approximately 2ha) under the name SugarGum Estate. The estate includes 30 land lots, ranging in sizes between 367 to 561 square metres, that have all sold to private buyers. A new street will be constructed next to the estate to enable future residents to easily access their homes, and several native trees will be planted alongside the streetscape.
Detailed design guidelines are in place to ensure the blocks accommodate high-quality and environmentally sustainable single-detached houses; and a variety of sustainability incentives will be on offer to buyers.

Stage 2: Bottlebrush Project
Communties is undertaking further planning on the remaining land (approximately 11.7ha) by preparing a new Local Structure Plan that will guide better environmental and design outcomes for the second residential development (Bottlebrush Project). A leading urban planning firm will be engaged – with the community’s feedback sought regarding the site and proposed development – to inform the planning of this project. More than 30 per cent of the site will continue to be allocated as public open space with preserved bushland.
Through the Bottlebrush Project, Communities aims to deliver a land and housing development that demonstrates best practice in affordable and diverse medium-density housing with a strong focus on quality design, community connectivity and environmental integrity. The term Bottlebrush Project is a working title and not the name of the future development.
Indicative timeframes for the Stage 2 development are as follows (subject to change):
- May 2019 – Commence the planning and design process with a community info session to gather community values about the site
- Mid 2019 – Lodge an amended Local Structure Plan to the City of Swan
- Late 2019 – City of Swan will advertise the plan for formal public comment
- Mid 2020 – Local Structure Plan approval outcome (based on standard timeframes)
Development works will not commence until after the Local Structure Plan amendment is approved. Communities will also need to undertake a procurement process to identify a values-aligned development manager to work with us on delivering the project.
To help inform the planning and design of the Bottlebrush Project, Communities held an information session on 23 May 2019 to discover what the community values about the site and suburb and how those values can be incorporated.
Following the event, Communities will prepare an amended Local Structure Plan and lodge it to the City of Swan for approval. This will involve an additional opportunity for public comment through the formal statutory planning process.
