The Department of Communities owns a 13.7-hectare site in Kiara that is planned to feature two vibrant residential developments, designed in harmony with the site’s cultural heritage and natural environment, with a range of modern housing options well connected to nearby services and amenity.
Further information about each development project is outlined below.
Stage 1 (Completed): SugarGum Estate
Communities has completed the first residential land development on an eastern portion of the site (approximately 2ha) under the name SugarGum Estate. The estate includes 30 land lots, ranging in sizes between 367 to 561 square metres, that were sold to private buyers. Detailed design guidelines are in place to ensure the blocks accommodate high-quality and environmentally-sustainable houses.

Stage 2 (Proposed): Bottlebrush Project
Communities is preparing a new structure plan to guide how the rest of the site (approximately 11.7ha) will be developed in the future. The new plan will outline the design outcomes for the second residential development (the Bottlebrush Project). The plan will also allocate more than 30 per cent of the site as public open space, with a majority of this being preserved bushland.
Through the Bottlebrush Project, Communities aims to deliver a land and housing development that demonstrates best practice in affordable and diverse medium-density housing with a strong focus on quality design, community connectivity and environmental integrity.
Indicative timeframes for the Stage 2 development planning is as follows (subject to change):
- May 2019 – Commence the planning and design process with a community info session to gather community values about the site.
- 2020/2021 – Lodge an amended site structure plan to the City of Swan.
Communities held an information session on 23 May 2019 to discover what the community values about the site and suburb and how those values can be incorporated into the planning and design of the Bottlebrush Project. The event indicated there was support for the development from a diversity of stakeholders within the community.
When a site structure plan is lodged to the City of Swan for approval, there will be an additional opportunity for the public to comment through the formal statutory planning process.
